Have you tried snooping under the covers and checking for the license entries directly in the database? Check if they are present there..

No Server or Fixed licenses. In our live/production system we can see all the licenses. If I go to "Server Information/Licenses" I see the Server and Fixed licenses listed, so they haven't disappeared. I tried setting the number of Floating licenses back to 0 and logging in again, but no change. Any idea what is wrong?
