I have seen an official "statement of direction" paper from BMC that the next release (I think it is 7.6.3) will be the last release that will include a user tool.

I heard the same thing too about the user tool. But then I had pretty much heard that about 7 ARS was current on 5.1.x. Irrespective of when it finally happens it is on the cards so it would be a better idea to start preparing for that and not develop code that is supported only on the thick client..
