Yes a filter can use the $TIME$ keyword and the time data will come from the 
server

I was just using $TIME$ as the value for the field.

Can I have the filter use the value $TIME$ ?  Set on Submit $TIME$ and
have it pull the server time?  I don't want the full date/time stamp.
Just the time of day.

Use Filters as opposed to Active Links when setting that field..
