If you are on ARS 7.5+, you can also use a Service action to call the
filter.  Or use the keyword $SERVERTIMESTAMP$ instead.

Yes, use a Filter.  That's the only way to get it to use the server time
instead of client.  You could write an AL that sets a 'trigger' field
and a filter that fires on that trigger.

Is there a way to force the $TIME$ function to use the server time?  

We were going to use this to do some very time specific analysis, but
found out that if Joe Blow had his time zone wrong on his machine it
would set the time incorrectly.

$TIME$ = 12:30 PM
$TIMESTAMP$ = 2:30 PM
