One might just as easily ask the question why did they make State Transitions 
'data driven' with its own table when ITSM 7 came along and then tell you that 
you can't turn them on and off?  I think the answer is - BIG WHOOPS.

Totally agree. Why build a data driven system and then not use it most of the 
time?  Either replace the selection lists with menu data or don't.
