No, the bundled version does not include it.. If you require it, you will
need to download it from the download section of the website suggested
below.. You can download both the admin and manager consoles of tomcat from
there as well as some other utilities if needed.. Then you would also need
to edit the user file (XML) and create users and roles and create at least
one manager user and admin user in order to use these consoles..

Yes but is it installed? I'm not seeing it in the Web root for the
mid-tier. We have atriumsso (a different tomcat) and it's in the web
root there, but not in the mid-tier.
