Hi Claire: If you're talking about Flashboards (Graphics) inside Incident Console, users only need a Fixed/Floating License for Incident Management Module (i.e Incident User, Incident Master, Incident Config). So option 1 is your answer.
It's same behavior for Problem Console, Change Console, Asset Console and so on.
