Thanks Eli; I'm running into ITSM 7.0.3 patch 2... The issue here is that they're not moving from Complete to Closed, they're moving from Closed to Complete or Complete to Schedule, and others from Implementation in Progress to Scheduled just a second later from the last approval signature has been placed. That period of time is configured in the App Admin - Custom section. I think default is 5 or 10 days but your system may be configured differently.
