We are on ARS 6.3 and customer support module with one prod and development 
environment. 

We don't have support contract with remedy so I can't ask this question to 
remedy support. We need to transfer our licenses from existing system to the 
new system. Can remedy support help us with transfer of licenses with one time 
fee? How can we do this without remedy support? 

Any insight on this will be helpful.
