Yes you would need to delete from or truncate the tables specified on
the target in the sql before starting.

Not sure it is the best, but it sure was quick from my standpoint. I
used it to stand up a fresh DEV and QA environment.

 

>From what I hear the RRR | Chive is pretty good at keeping the data in
sync, else you might want to look at DDM.

We are also using multi-tenancy.  What is the best method to do this?

How do we get our foundation data safely over to QA without messing up
