Lidia, I think you need to look at the service target definition itself and check that on the Measurement tab you have set to Yes option - Reset Goal for Same Request.

We do exactly the same thing here and the condition to use in "Reset Goal for Same request when should be 'TR.Assigned Group ID' != $\NULL$ Your condition would be true even when no change to the assignee group is made, in fact your condition is perhaps true all the time.
