This turns out to be one of the strangest things I've seen in a long time. BMC Support came back to me and said that they were able to import the problem records using the 8.0 Data Import tool using the Suppress Field Default Values option. Even using that option with the 7.6.04 tool didn't work but I can import the problem records using the 8.0 tool on my servers. My support tech is submitting this as a defect for the 7.6.04 tool.
