This "hang" when there is no activity is pretty common with the >7.5
installers.  You can use BareTail (http://www.baremetalsoft.com/baretail/)
to watch the install log progress.  There are times when there is no
apparent activity at the DB or install log level.  Like wise there are
times the installer screen says it is restarting the AR services but it
takes a while for that process to actually begin.
