I would first check who owns the directory and files

ls -ld /opt/bmc/ARSystem/bin/
ls -l /opt/bmc/ARSystem/bin/

This will tell you the user who owns the files and directory.

You need to stop ( in order to get the .lck file released) and then start
the ARsystem.

root user is super user and able to stop/start services no matter who owns
the above files/directory.
