1. Yes, if you wish them to be able to utilize the premium encryption setting.  
If you only wish to use the standard setting, then no.
2. Yes - as defined in the documentation:

Security Policy-Select a security policy:
_ Optional-Clients with and without encryption installed can communicate with 
the server. This option is not available for FIPS-compliant servers.
_ Required-Only clients with encryption installed can communicate with the 
server.
_ Disabled-Whether encryption is installed on a client or not, communication 
with the server is not encrypted.

Hi,

I have some queries on Remedy Encryption Premium Security:

1.       If we install Remedy encryption premium security package and enable 
it, Is it meaning that this security also need to install to all indivisual 
user's machine for Remedy client tool users?
2.    If we set this security policy to "Optional", does it mean, we do not 
need to worry about the client tool. Since the encryption can be applied to the 
integration or data that need to be encrypted?
