Yes CRQs are submitted by using template and we already have a close down approval mapping for the custom process. I can duplicate this issue for the CRQ which are not showing close down approval phase in future/ all approval drop down, but this approval phase triggers correctly when I move the same CRQ back from close to Implementation stage. So I will take a debug log and look on this as suggested.
