The Minimum API Version is set to 0 (zero) and we have nothing disabled. When looking at the API log it does not show any issues.

I'd look into a couple of things: 1) whether encryption is installed server side and if that's a problem. 2) if there's an output file, if that directory exists and is writable. 3) account restrictions - try running as a superuser and if that works, start tracking down dependencies and checking what they are. 4) server side logs. maybe the permission restriction affecting things exists on that side of the street and there's more information. 5) firewall Just a few ideas.
