That is correct.  If you don't have SRM installed, you would utilize the 
Requester console built within ITSM to send our Surveys in the same fashion, or 
at least that is how we did it in 7.5.  When we upgraded to 7.6.04 last year, 
we installed SRM and now you have to use the SRM SRD and surveys.  I think this 
is a pain because in order to use this you have to create a SRM request for 
every incident and with that all of the INC notifications get trumped by the 
SRM notifications because it's hard coded in the INC notification filters to 
not send if the INC is attached to a SRM request.  I really think this is  poor 
design, because SRM SHOULD be built to use the SYS:Notifications Messages form 
(which is doesn't use) and allow the Administer to say which notifications are 
Active vs. Inactive.  Instead, since we are only using SRM for surveys at the 
moment we had to customize the specific notifications filter to allow INC 
notifications to go out instead of the SRM ones.
