We just had this same issue. Our server is the same as yours, but we were installing mid-tier 8.1. The issue was the MIME types as mentioned below. We had to manually set that up. Email me personally and I can send you the instructions (I had to write them up for our implementation plan).
I've done MANY mid-tier installs, on MANY servers and MANY versions, and have never run in to this issue before this most recent install.
