I have never added languages to ITSM after installation so I am no help there. I question adding all languages though. Each language equals a new view to the ITSM forms and can be considerable overhead. It is my understanding this is why BMC recommends against using the Suite Stack Installer to build a production environment. If you don't really need all available languages I would focus on only adding the ones you need.
