I understood what you are trying to say. But what does the qualification need to be in the second table?
What is the common data between the selected rows of the first table, that need to be present in the second table? That common data needs to feature in that query. For eg If table 1 contains rows with data A C D B E Table 2 contains data A A B C A B C C And you have selected row 1 and row 4 of table 1 with values A and B, do you need to display rows 1,2 3 and 6 from table 2? In that case your qualification would need to be 'Field' = "A" OR 'Field' = "B". That would need to be your external qualification. And Not $ROWSELECTED$ = 1 OR $ROWSELECTED$ = 4 - this would be wrong.
