Development cache mode is intended for servers whose main purpose is
application development. It is unsuitable for servers with many
application users in a production environment because user operations
are blocked when administrative operations, such as form and workflow
changes, occur. This is especially noticeable when many structures are
changed, such as  when an application is imported. This often gives the
false impression that the server is hung.

How is this different from  the normal mode ( dev cache mode = disabled)
