My understanding is that there wasn't a separate license required for SmartIT, it just uses the underlying ARS/ITSM licenses. I see SmartIT as just an alternative Mid-Tier in that respect (no separate user license required for MT vice user tool). I have no idea why changing the user from float to fixed would suddenly grant access.
