I did a run as administrator and still got the same error. I'm wondering if I need to reboot the server?

I had to right click on the install file and choose run as administrator. I'm pretty sure that's what fixed it for me but it's been a while so I could be wrong. It's so weird. My other server is pretty much identical to this one and it's upgrading just fine.
