I would build a staging form to update the People data from the spreadsheet, which should be sucked into your custom staging form by Atrium Integrator. I would make sure whoever maintains that spreadsheet agrees to keep everything in a specific format and use values that only exist in Remedy (you could use the Data Load tool to bulk load the Locations before updating the People records if you want.)
That being said, most places want AD to have valid locations because that's what Exchange uses and where most users will go to get contact information for people. I would push back if possible, but have what I mentioned above as a backup plan anyway.
