I'm not sure what's wrong. I assume a tag with the same name doesn't exist.
Try executing the tag command manually from the Jenkins machine.
The plugin executes something similar to: svn cp .
https://server.de/repos/svn/foo/descriptor/tags/tag-test -m"Test create tag"
