If I check out a fresh copy somewhere on the machine and do a svn copy . it
works....
If I run the svn copy oin the Jnkins workspace I also get the error on console.
need to check why its that.... but so its not Artifactory :)

I'm not sure what's wrong. I assume a tag with the same name doesn't exist.
Try executing the tag command manually from the Jenkins machine.
The plugin executes something similar to: svn cp .
https://server.de/repos/svn/foo/descriptor/tags/tag-test -m"Test create tag"

Did you verify the Jenkis user has the required filesystem permissions? And
credentials to create tag in the SVN repository?
