Sounds like a problem (or a feature) with your VPN.

As a troubleshooting step, could you try a different server or something? 
(Maybe turn on the mac's FTP and/or web server, see if you can download 
large-ish files that way.)

My guess would be the VPN has a maximum http transfer or something set.
