I implemented this in a new soundserver interface and applied your patches to
artsc, too. (I just changed the return type to int to make it possible for the
caller to know, if suspend() succeeded.)

OTOH, I enhanced artscontrol so everybody can suspend his artsd when he wants
to start legacy apps. This will also make debugging easier (now you can see
if artsd is running with realtime priority, too).
