Start artscontrol, Help -> About KDE. Should be at least KDE2.1beta1 for the
View -> Midi Manager thing.

If you don't want to compile the entire KDE from source, the best way to
upgrade aRts is to get the latest official KDE RPMs (or dpkgs or whatever)
for your distribution. At this point in time, I'd recommend waiting for
KDE2.1, as it's just-around-the-corner (tm), and packages should be available
next week.
