AP?
At the time these events (transfers took place)- AP was desperate -
uncollected taxes, vulture investors round 3, halfway houses, crime -
policital and local,an apparent corrupt BOE,a legal system out of
control, state audits and attempts to take over etc etc. Pelnty of
real developers wanted in - but did not want to have to contribute to
those who might of had their hands out. The legal BS really stalled
many efforts. Then again, so does having a non-developer (with no
credentials) acting as a developer. Almost out of those real estate
seminars...
