Typical requirements were insurance, police/security, clean-up etc.
More importantly was a fee - to cover it all plus.
In the case of CH - there was an event fee/rental fee which was either
flat or included a % of sales PLUS covering police/security etc.
Now, did this carnival pay any fees or permits to the city?
