The "DEAL" is that is the Pony gets to stay where it is and not face condemnation by eminent domain unless it closes and ceases to operate for a period of 6 months or more.
The issue is that the 'master developer' now owns the Pony and technically could close it himself for 6 months and then demolish it without sanction.
