Tons of federal money have been poured into the New Orleans levee system over the past century. In fact, a bundle of money was just spent for a new levee system, the one that failed. The NYT had a good article out the first day the hurricane hit about the historical perspective of establishing and maintaining New Orleans. Once society made a committment to have a major settlement there with great density, it was married to a never ending funding just to keep their heads above water. The great attraction has always been its lure, however, there is just no sense having major development or density below sea level. You will always loose out to the forces of nature. Lastly, the levee system, by keeping replenishing silt out, contributes to the very same forces which causes further flooding. You cannot expect to build below sea level, or, on the edge of the ocean, and not expect to get wiped out time and time again. ------------------------ Yahoo!
