The waterfront is the way it is due to 30 years of bad government,
Fishman's folly is the way it is (barely alive) due to his inability
and unwillingness to spend the necessary money to change the
appearance and desirability of the waterfront; reclamation and
development require more than paint and words of hope, it requires
confidence, capability and the guts to spend big bucks. 

Asbury has no `master developer'; it has a flip artist, here for a
quick buck to be made with minimal effort or investment. 

If the city fails to act, `those dumps' will remain as they are till
they fall into the sea.
