Well it was the wrong decision pursuant to the law and the
Constitution. Don't be so short-sighted. Your mindset is what has
made this city negotiate from a weak position too long. You have an
inferiority complex in regard to the city. The 1991 plan gives you
the ability to write a new RA and WRP.
