Perhaps the definition of "gadfly" should be noun 1. person who asks questions of elected officials as though they were accountable. 2. person who asks questions the media ask in other towns, but can't or won't in said example for fear of being alienated or isolated by public officials. 3. _expression_ used by media to discredit persons asking questions they're afraid to ask.
Just a suggestion -

gad·fly    (gdfl) KEY

NOUN:

A persistent irritating critic; a nuisance.
One that acts as a provocative stimulus; a goad.
Any of various flies, especially of the family Tabanidae, that bite or
annoy livestock and other animals.
