Exactly why the City should have entered into partnership with the 
County and State. The idea of an oceanfront park is not new, and it has 
a lot of merit.

The County Parks system has the money, political clout and expertise to 
have restored the Casino for public use as it was intended for.

Extending the concept of a management company to the beachfront would 
have worked well with long term lease options and the City retaining 
ownership.
