Living Room and Bedroom count as "bedrooms". (parents sleep in Liv rm.
kids in br). Sounds like a neighbor complained. All for safety. As one
Indian tenant once said to me, "these people are nuts,you should see
how we live in India".
In the end, it's to avoid overcrowding, safety and - control the impact
on schools.
