No, Phil sold it to Asbury Partners in a private transaction. They did not

implying that ED was used. The City made no declaration of ED on that property
as far as I
know.
In the interests of accuracy, let's not say ED was used if it wasn't.
If someone has the public notice of ED declaration and hearing date to prove me
