The primary reason that the position of City Historian is un-paid (State Law) 
is to eliminate 
a potential source of bias in making recommendations to the Council and various 
boards.

Conflict-of-interest issues. For example say I were paid by the municipality 
and they 
wanted to raze the Casino. I may say that the Casino had no historic 
significance to stay 
with the 'party line' and keep that cash flow.
