The problem starts with the parents not paying attention to what their children are doing. Kids involved with gangs wear things to identify themselves, and they hang out with other gang members. I think change needs to start with the parents taking control of their childrens lives. Case in point, my next door neighbors. I've written about this before, but it bears repeating. The husband and wife engage in loud arguments at least a few evenings a week, so they are too preoccupied with their troubles to notice that one of their sons, an 8 year old, is an accomplished bicycle thief, who comes home every other day with a new bike and spray paints it in his back yard. The other son, a teenager hangs out with drug dealers and other thugs, and every once in awhile it appears that they are making deals right on their porch. So...the parents are too busy fighting to notice, and the kids aren't being disciplined for their behaviour for the same reason. Nobody is telling them that what they are doing is wrong.
