things are "slow" when you cant see what is going on. when there are things more visiable to the eye, things always appear to be movnig faster. dont you think the north beach project is going much faster now too? probably becasue their not doing underground pielings, and foundation work. instead their stuccoin, and adding windows. it makes a bigger impact to the eye. creating the thought that things are moving faster. but aside from that, winter is coming, and a lot the sidewalks and road work they probably want done before it gets to be bad weather.
