Many of the dog parks around the USA have been build mostly from funding from 
AKC dog clubs in their areas.  They police it, staff it and make sure the rules 
are followed.

With the many financial problems the city has, I would think a dog park won't 
be on the top of the list.

So, here's a silly little question. How does one go about getting a city to 
have a dog park?
I'll have to research it a bit. I imagine it involves proposing it to the city 
council.
