Procedure wise to the DRA, I agree. However, that being said, you would think that a lot more than sending letters of concern would have been done. But in fairness to the city, that's not the issue. Maybe they are waiting until the official deadline is expired to drop the hammer. I don't have much confidence though. I just think had the city made more noise there would be more action or threat.
