1. You have to have a venue that remains current and not falling down.
2. You have to work with the promoters. 
3.The city was never really good dealing with this kind of 
stuff. "we're not in the entertainement biz"
4. Other venues to compete with.
5. Costs vs take. Size of venue.
6. City demands. Insurance, security etc.
7. Starland back...
8. You need LIVE acts that can perform on stage and draw to cover.
