Yes, I agree with that conclusion. (except for it being great)

What about walking on the sidewalk? What about being blinded as a 
pedestrian? 

Why cant - "It makes that beautiful building stand out at night.  If

consideration for the general public.

The lighting could certainly have been places at the tops of the 
columns shining down. Essentially the same effect but considerate of 
pedestrians - Right?

Thats the point. Have you even attampted to be there on the sidewalk 
at night to get the complete picture?

Private lighting of structures does not belong in public sidewalks - 
period.
