I think one of the problems with a citywide WiFi system is that the service provider, probably Cablevision, wouldn't want to compete with itself by giving away something for free in a city where it's got many subscribers. It would probably be best used in non-residential areas i.e "Convention, Hotel, Dining,...facilities" and the beach, the Cookman sidewalk cafe zone etc.
