It is a rhetorical question:  the "rape-and-murder of a loved one"  question. 
 CNN's Bernard Shaw pulled it on Dukakis in 1988 and most agreed  his answer 
was too dispassionate.
 
Mario Cuomo siad the way to answer such questions is something like  this:
 
I someone killed my wife, I'd want to kill the son-of-bitch,,,,,.
But when I'm enraged like that, you wouldn't want me engaged as President  
doing the country's business.
 
Passion and reason: both have their places.
