Your key observation is this - ASBURY PARK should not lose this.

The key is for the government to step up to the plate, designate it a 
Local Landmark under the Municipal Land Use laws and the locally 
designated Historic District its in.

Then the property can be protected by local control.

In addition anyone can file to have a property placed on the State and 
National registers of Historic Places. That in itself provides no 
protection but would prevent public funds from being used to demolish 
it.

The flip side is that the owner/developer would be entitled to Federal 
Tax Credits for any restoration/preservation work done on the property.
